FORM 501 AND FORM 410 CANDIDATES INTENTION AND STATEMENT OF ORGANIZATION FORMS

Prior to the solicitation or receipt of any contributions or loans, any individual who intends to be a candidate for an elective office shall:

  1. Form 501 – File CANDIDATES INTENTION form with the Secretary of State Political Reform Division for State Candidates. Local Candidates file Form 501 with the County Registrar of Voters.

  2. Form 410 – File STATEMENT OF ORGANIZATION form with the Secretary of State’s Office and the Registrar of Voters office within 10 days of receiving $1,000 in contributions. If your campaign bank account is not open at the time you file an initial Form 410, amend the Form 410 within 10 days of opening the bank account.

DECLARATION OF CANDIDACY AND NOMINATION PAPERS – CANDIDATE FILING

First date candidates may file a Declaration of Candidacy and receive their Nomination papers. All candidates except Judicial offices must pay the nonrefundable filing fee or present in-lieu signatures at the time they receive their nomination papers from the county elections official. Signatures may also be applied to the signature requirements for office on the nomination paper if they meet party registration requirements.

CANDIDATE STATEMENT OF QUALIFICATION

Candidates may file a Candidate’s statement of qualification with the Registrar of Voters to be included in the Voter’s Information pamphlet. (250 words for State Legislative candidates and 200 words for County candidates).
The statement shall be filed and paid for at the time the candidate’s nomination papers are returned for filing.

This is the last date the Registrar of Voters office may accept signatures in lieu of filing fees for the 1st time. Supplemental signatures may be submitted at any time during the filing of the Declaration of Candidacy. Final date for accepting a supplemental signature is Friday, March 7, 2008.

The official canvas shall commence no later than the Thursday following the election and continue until completed (County has 28 days, E.C. 25308)

Following completion of the official canvass, any voter may, within 5 days beginning on the 29th day after a statewide election, request a recount by filing a written request with the Elections official. The request may specify which candidate and/or measure is to be recounted. (Elections Code Sections 15620-15634)
