FORM 501 AND FORM 410 CANDIDATES INTENTION AND STATEMENT OF ORGANIZATION FORMS

Prior to the solicitation or receipt of any contributions or loans, any individual who intends to be a candidate for an elective office shall:

1. Form 501 – File CANDIDATES INTENTION form with the Secretary of State Political Reform Division for State Candidates. Local Candidates file Form 501 with the County Registrar of Voters.

2. Form 410 – File STATEMENT OF ORGANIZATION form with the Secretary of State’s Office and the Registrar of Voters office within 10 days of receiving $1,000 in contributions. If your campaign bank account is not open at the time you file an initial Form 410, amend the Form 410 within 10 days of opening the bank account.

SIGNATURES IN LIEU OF FILING FEE – JUDICIAL CANDIDATES

Between these dates judicial candidate may obtain signature-in-lieu forms from the Registrar of Voters.

SIGNATURES IN LIEU OF FILING FEE – LEGISLATIVE, CONGRESSIONAL AND COUNTY CANDIDATES

Between these dates Legislative, Congress and County Board of Supervisors may obtain signatures-in-lieu forms from the Registrar of Voters.

NOTICE OF ELECTION

Between these dates the Registrar of Voters, as a matter of policy, will publish a Notice of Election containing the date of the election, the offices to be filled, where nomination papers are available, and the deadline for filing Declarations of Candidacy

DECLARATION OF INTENTION

Between these dates, Judicial candidates must file their Declaration of Intention. Candidates must pay the entire filing fee at this time, represented by money, signatures or any prorated combination of money and signatures. The filing fee is non-refundable.

EXTENTION-DECLARATION OF INTENTION

If the incumbent of judicial office fails to file a declaration of intention by 5:00 p.m. on Feb. 6, 2008, any person other then the incumbent may file declarations of intention no later than the first day for filing nomination papers.

DECLARATION OF CANDIDACY AND NOMINATION PAPERS – CANDIDATE FILING

First date candidates may file a Declaration of Candidacy and receive their Nomination papers. All candidates except Judicial offices must pay the nonrefundable filing fee or present in-lieu signatures at the time they receive their nomination papers from the county elections official. Signatures may also be applied to the signature requirements for office on the nomination paper if they meet party registration requirements.

CANDIDATE STATEMENT OF QUALIFICATION

Candidates may file a Candidate’s statement of qualification with the Registrar of Voters to be included in the Voter’s Information pamphlet. (250 words for State Legislative candidates and 200 words for County candidates).
The statement shall be filed and paid for at the time the candidate’s nomination papers are returned for filing.

PETITIONS IN LIEU - FINAL FILING DATE

This is the last date the Registrar of Voters office may accept signatures in lieu of filing fees for the 1st time. Supplemental signatures may be submitted at any time during the filing of the Declaration of Candidacy. Final date for accepting a supplemental signature is Friday, March 7, 2008.

LAST DAY TO SUBMIT RESOLUTIONS OF CONSOLIDATIONS

Final deadline for the governing body of a district, city, school or other political subdivision requesting consolidation of a local measure.

STATEMENT OF ECONOMIC INTERESTS- FORM 700

Between these dates, candidates for State, Legislative, Judicial, and certain county offices, shall file Form 700 - Statement of Economic Interests.

LAST DAY TO FILE NOMINATION PAPERS

All forms must be filed by 5:00 p.m. to qualify for the Primary Election ballot.

CANDIDATE'S STATEMENT WITHDRAWAL

This statement may be withdrawn, but not changed during the period of the nomination papers and up to 5:00 p.m. on the first working day after the close of the nomination period

EXTENSION OF FILING PERIOD
NON-INCUMBENTS ONLY

If the incumbent has not filed his papers, non-incumbent candidates may file for the office. This provision does not apply if there is no Incumbent eligible to be elected.

RANDOMIZED ALPHABET

The Secretary of State shall conduct a drawing of the alphabet to determine the order of the names on the ballot.

1st PRE-ELECTION CAMPAIGN STATEMENT

The last day to file campaign statements for candidates and committees for the period 1/1/08 - 3/17/2008.

CERTIFIED LIST OF CANDIDATES

The Secretary of State shall transmit the Certified List of all candidates for Federal and State offices.

VOTE-BY-MAIL REQUESTS

1st day that a master copy of the vote-by-mail ballot request is available for campaign use

STATEMENT OF WRITE-IN CANDIDACY AND NOMINATION PAPERS

During this period, all write-in candidates must file a Statement of Write-In Candidacy and nomination papers with the county elections official.

MAILING OF STATE BALLOT PAMPHLET

The Secretary of State’s office shall mail state ballot pamphlets to all voters who registered to vote prior to the 60th day (April 4, 2008) before the election.

MAILING OF SAMPLE BALLOT AND VOTER INFORMATION PAMPHLET

The Registrar of Voter's office shall mail an appropriate partisan or nonpartisan sample ballot pamphlet to all voter eligible to vote in this election and an application for an absentee ballot. Pamphlet also contains location of the polling place and all information regarding Permanent Vote-by-mail voters.

2nd PRE-ELECTION CAMPAIGN STATEMENT

All candidates and committees participating in the Primary Election are required t o file a statement for the period 3/18/08 – 5/17/08.

VOTE-BY-MAIL BALLOTS AVAILABLE

First day vote-by-mail ballots can be issued by our office. Voters may come in or request their ballot to be mailed to them.

CLOSE OF REGISTRATION

Last day to register for the June 3, 2008 Primary Election

WRITE-IN CANDIDATE DEADLINE

Last date for any write-in candidate to file with the ROV statement of write-in candidacy and the number of required. No filing fee is required.

VOTE-BY-MAIL BALLOTS

Last day requests for a vote-by-mail ballot may be received by the Registrar of Voters office and be processed by mail.

PUBLISH POLLING PLACES/ELECT. OFFICERS

Not less than one week before the election, the Registrar of Voters shall publish the list of polling places and precinct board members

POLLS ARE OPEN FROM 7 A.M. AND CLOSE AT 8 P.M.

RETURN OF VOTE-BY-MAIL BALLOTS – BY 8:00 P.M.

Vote-by-mail ballots may be returned in person to the Registrar of Voters office or at any polling place within the county. The law permits a spouse, child, parent, grandparent, grandchild, brother or sister, or a person residing in the same household to act as an authorized agent for returning absent voter ballots.

OFFICIAL CANVAS

The official canvas shall commence no later than the Thursday following the election and continue until completed (County has 28 days, E.C. 25308)

RECOUNT MAY BE REQUESTED

Following completion of the official canvass, any voter may, within 5 days beginning on the 29th day after a statewide election, request a recount by filing a written request with the Elections official. The request may specify which candidate and/or measure is to be recounted. (Elections Code Sections 15620-15634)

SEMI-ANNUAL CAMPAIGN STATEMENT

All candidates and committees participating in the Primary Election are required to file a semi-annual statement for the period 5/18/08 -6/30/08.
